WCA50 form: the capability for work questionnaire for ESA and Universal Credit

What the WCA50 actually is

The WCA50 is the DWP's Capability for Work questionnaire, the official title on the form and on GOV.UK. It asks, activity by activity, how your conditions affect what you can do - and your answers are the main evidence the decision maker uses. It is scored against the 17 Work Capability Assessment activities: 10 physical and 7 mental, cognitive and intellectual.

Where to get the form

The DWP sends the WCA50 to you when they need it. If you claim New Style ESA, GOV.UK says it is usually posted within 4 weeks of your first payment, and if you also claim Universal Credit you only have one form to fill in. You should only complete it if you have been asked to - it is not a claim form, so filling one in unprompted does not start a claim. How long you have to return it

GOV.UK says you must send the WCA50 back within 28 days of the date you receive it from the DWP. The form itself tells you to return it to the Health Assessment Advisory Service by the date on the letter that came with it, so check the date on your own letter, because that is the deadline that applies to you.

If you do not send it back, the DWP may decide you are capable of work. The form warns that on ESA your payments will then stop, and on Universal Credit your payments may change.

• Do not just miss it. If the form is not returned, the DWP can decide you are capable of work without ever assessing you.
• If you need longer, ask before the deadline. Contact the DWP (or add a note in your Universal Credit journal) and explain why - for example you are waiting on medical evidence.
• Do not delay the form waiting for evidence. Send the form on time and send supporting evidence afterwards if it arrives late.

Where to send your WCA50 and what if you are late

Send the form back in the envelope that came with it. It needs no stamp. There is no single national address for the WCA50: it goes to the Health Assessment Advisory Service, and the address on your envelope depends on which assessment provider covers your area, so do not copy an address from the internet. The form itself says not to send it to, or take it to, your Jobcentre Plus office.

• Lost the envelope? Ring the number on the covering letter that came with the form and ask where to send it. Note the date of the call, who you spoke to and what they told you.
• Get proof you posted it. Hand it over at a Post Office counter and ask for a free proof of posting (Royal Mail help). Keep a copy of the completed form too, as the form itself suggests.
• Late? Send it anyway. Answer question 102 on the form, which asks why it is late. The DWP cannot treat you as capable of work the moment the date passes: it must first send you a reminder at least 3 weeks after the first request and then wait at least 1 more week (regulation 43(4) of the Universal Credit Regulations 2013; regulation 18(2) of the ESA Regulations 2013). • Northern Ireland. The Department for Communities runs ESA and Universal Credit there and uses a different questionnaire, so follow the letter and the envelope that came with yours.

How the WCA50 is scored

Within each activity only your single highest-scoring descriptor counts, and physical and mental points are then added together. 15 points means limited capability for work. Reaching the higher group - LCWRA on Universal Credit, or the Support Group on ESA - happens a different way: you need at least one of the separate LCWRA descriptors (Schedule 3 for ESA, Schedule 7 for Universal Credit) or a special rule such as the substantial-risk rule. Your 15-point total does not decide it.

The mistakes that cost the most points

• Naming conditions instead of limitations. "I have arthritis" scores nothing on its own - what you cannot do reliably is what scores.
• Describing your best day. The test looks at what you can do for the majority of the time, so write about your worst typical day.
• Forgetting the reliability test. If you cannot do something reliably, repeatedly, safely and in a reasonable time, you should be treated as unable to do it.
• Using daily-living language. "I struggle to cook" is PIP framing - the WCA asks about a working context.
• Leaving out medication side effects, such as drowsiness, brain fog or nausea. They count.
• Skipping the other category. Many people have both a physical and a mental health condition, and points from the physical and mental activities add together, as long as each difficulty comes from the matching kind of condition (physical for activities 1 to 10, mental for 11 to 17).

What happens after you send it

Your form goes to the assessment provider. Many people are then invited to a consultation with a healthcare professional - most often by telephone now - before a DWP decision maker decides the claim.
